The bureaucrats of this dimension are all cats!!! The bureaucats! And they captured Rick and Morty during one of their shenanigans. Though the two escaped, the handcuffs on them swapped their minds!
Now Morty is inside Rick's body, and vice versa! Oh the craziness!
